Recognizing that <strong>sustainable livelihoods drive poverty reduction<\/strong>, PEF now focuses on empowering farming and fishing households through capacity building and strategic investment.<\/p>\n\n\n\n<p>\u201cWe aspire to drive positive change in poor Filipino households by investing in social enterprises that provide viable livelihoods and better access to services,\u201d Garcia shared.<\/p>\n\n\n\n<p>PEF\u2019s support framework is built around three pillars:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Enterprise Development<\/strong> \u2013 Building and scaling SE value chains through financing and replication of successful models.<\/li>\n\n\n\n<li><strong>Institution Building<\/strong> \u2013 Strengthening governance, financial management, and resilience of SEs and people\u2019s organizations (POs).<\/li>\n\n\n\n<li><strong>Strategic Partnerships<\/strong> \u2013 Collaborating with government agencies, funders, and local stakeholders to amplify collective impact.<\/li>\n<\/ol>\n\n\n\n<p>To date, PEF has disbursed <strong>\u20b12.6 billion<\/strong> in support to SEs and POs, benefiting over <strong>36,000 households<\/strong> across 16 regions. A large share of investments targets <strong>farmers and fisherfolk<\/strong>, who continue to be among the most vulnerable in the country.<\/p>\n\n\n\n<p>One of PEF\u2019s key strategies is acting as an <strong>\u201cunang tayak\u201d<\/strong>\u2014the first institutional investor\u2014offering high-risk capital to social enterprises in their formative stages. Over time, PEF helps transition these SEs toward accessing mainstream financing from banks, government, and private investors.<\/p>\n\n\n\n<p>A prime example is <strong>GLO-Corp<\/strong>, which began as a marketing arm for organic farmers and now supports over <strong>11,000 farmers<\/strong> through inclusive value chain engagement and fair profit-sharing. With PEF\u2019s early-stage funding and mentorship, GLO-Corp scaled operations to become investment-ready and market-competitive.<\/p>\n\n\n\n<p>Garcia also stressed the importance of <strong>financing across the entire value chain<\/strong>\u2014from production to processing and marketing. She cited a sugarcane project in Negros where initial funding focused only on production, leaving key gaps in value creation unresolved. This experience highlighted the need for <strong>holistic value chain interventions<\/strong>.<\/p>\n\n\n\n<p>Looking ahead, PEF plans to <strong>raise \u20b11.4 billion<\/strong> by 2030 through 58 local and national partnerships, leveraging government resources for scale. This includes helping POs transition into cooperatives to access loans and grants, as shown by the transformation of <strong>Santa Rita Co-op<\/strong>, which received multimillion-peso support under the Coconut Farmers and Industry Development Plan (CFIDP).<\/p>\n\n\n\n<p>Garcia ended her presentation with two key insights:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>On the demand side<\/strong>, SEs must strengthen leadership, financial management, and collaboration to increase resilience and impact.<\/li>\n\n\n\n<li><strong>On the supply side<\/strong>, investors must go beyond funding. <strong>Active, engaged investors<\/strong> are crucial in helping SEs scale, manage risk, and grow sustainably.<\/li>\n<\/ul>\n\n\n\n<p>\u201cIt takes more time and resources for social enterprises to survive and create impact.
